Adahe Sibo Chachei stands as a paragon of dedication, expertise, and leadership in the fields of project consultancy, business development, procurement, and management for externally aided projects (EAPs). With over 26 years of rich and diverse professional experience, including 11 years at the helm of procurement divisions, Chachei has consistently demonstrated excellence, innovation, and integrity in every role he has undertaken.
Born on February 1, 1973, Chachei is a proud citizen of India and holds an impressive educational background that reflects his commitment to lifelong learning and excellence. He earned his Master of Business Administration (MBA) from Spicer Memorial College (now Spicer University), Pune, affiliated with Andrews University, Michigan, USA —a prestigious programme accessible only through competitive international exams like the GMAT and TOEFL. Prior to this, he had completed his Postgraduate Diploma in Marketing Management (PGDMM) with distinction (71%) and laid a strong foundation with his B.Com and PU Commerce degrees from North-East Hill University.
His career trajectory is nothing short of remarkable. Currently serving as the Overall In-Charge (Secretary) of the North East Beekeepers Federation (NEBF) since April 2024, Chachei plays a pivotal role in advancing sustainable livelihoods through beekeeping—a sector gaining global recognition for its ecological and economic impact. His leadership continues to drive forward-thinking strategies that empower rural communities and promote biodiversity.
From August 2023 to March 2024, Chachei served as the Procurement Specialist for the Enhancing Landscape and Ecosystem Management Project (ELEMENT) —a World Bank-funded initiative under the Government of Nagaland. His contributions were instrumental in ensuring seamless procurement processes aligned with international standards, facilitating environmental conservation and community development.
Between January 2019 and August 2023, he held the same position with the IFAD-funded FOCUS Project, where he was responsible for managing complex procurement activities across multiple sectors, including agriculture and rural development. His tenure was marked by transparency, efficiency, and capacity-building initiatives that strengthened institutional frameworks at both district and state levels.
Perhaps one of his most significant roles was as the Regional Project Manager (Procurement) under the North East Rural Livelihood Project (NERLP) —a World Bank-funded initiative spanning five years and covering four states: Mizoram, Nagaland, Sikkim, and Tripura. In this capacity, he led procurement and contract management, mentored teams, and ensured strict adherence to World Bank guidelines. His strategic oversight contributed to the successful implementation of transformative programmes aimed at poverty alleviation and socio-economic empowerment.
Earlier in his career, Chachei served as Manager at National Small Industries Corporation (NSIC), a Mini Ratna PSU under the Ministry of MSME, where he honed his skills in procurement, vendor development, and small enterprise promotion. His work helped bridge the gap between micro, small, and medium enterprises (MSMEs) and larger markets, contributing to national economic growth.
Beyond his formal roles, Chachei has been actively involved in capacity-building and training programs related to public procurement. Notably, he participated in several World Bank-organized trainings, including the Systematic Tracking of Exchanges in Procurement (STEP), Client Connection Training, and OPEN end-to-end Procurement Tracking System workshops. These certifications underscore his technical prowess and deep understanding of international procurement systems.
Chachei’s achievements speak volumes. His ability to lead large-scale, multi-million-dollar projects funded by institutions such as the World Bank and IFAD —while maintaining compliance, transparency, and inclusiveness—is a testament to his exceptional calibre. His efforts have directly impacted thousands of rural households, improved governance structures, and fostered sustainable development in some of India’s most underserved regions.
Chachei also served as Secretary cum Research & Marketing Development Officer at ASDA, Mao. His passion for social upliftment and grassroots development has been a consistent theme throughout his career.
